Submarine Learning Center Comes to Periscope Depth

To
fully embrace 21st century training and education systems and technology and
then integrate those advancements into the Navy's undersea warfare community,
the Navy provisionally stood up the Submarine Learning Center (SLC) at Naval
Submarine Base, Groton, Conn.
The purpose of the center is to create a centralized knowledge management center
for all training and education related to undersea warfare.
The Center will be accountable for all undersea curriculums, training delivery
methodologies, and for developing professional development continuums for all
undersea warfare ratings (Electronics Technician[SS], Electronics Technician[SWS],
Fire Control Technician, Machinist's Mate[SS], and Sonar Technician).
Locating the new Learning Center in Groton, home of the largest fleet of attack
submarines in the Navy, keeps its knowledge managers and education and training
developers close to its client base of Sailors, and will significantly
streamline the feedback process by allowing fleet owners direct communications
with the experts.
"The Navy is at a point were change is imminent, this new education and training
structure will give us, as leaders, the opportunity to affect the changes
necessary to meet the Chief of Naval Operations vision of a more responsive,
more agile organization," said SLC Commanding Officer Capt. Arnie Lotring. "And
the Submarine Learning Center is dedicated to providing submarine Sailors the
necessary tools to lead the Force into the 21st Century."
Currently, SLC is engaged in an Fire Control Technician job task analysis (JTA)
and will use the outcomes of initial scoping meetings to begin JTAs for the
Center's five other enlisted ratings. Additionally, the Center is conducting a
manpower review and developing a knowledge management strategy for the Undersea
Warfare Community.
