There are currently two bills in the 107th
Congress that address the Reserve Component retirement system, H.R.
3831 and H.R. 4676. H.R. 3831, introduced by Representative Jim
Saxton (NJ), decreases the age to receive retirement from 60 to 55.
H.R. 4676, introduced by Representative Joe Wilson, will completely
eliminate the age requirement. Both bills have been receiving a lot
of attention as of late, but neither are moving quickly enough to
reach maturity before the end of the 107th Congress, which ends when
Congress adjourns in the Fall. However, if enough interest is
generated on these bills before the end of this Congress, then half
the battle is won for the next Congress, which starts in late
January 2003.
NCOA recommends that you write your Representative to express your
interest in either of these bills. Because the postal system is
still not delivering mail in a timely manner to Capitol Hill, it is
recommended that you use e-mail and encourage others to do so as
well. Forward this to everyone you know that is interested in this
issue, and you will be amazed at how quickly the word will spread!

"H.R. 3831, Reserve Retirement" or "H.R. 4676, Reserve Retirement".
Because of the complexity of this issue and the possibility of
unforeseen consequences to the passing of these bills, NCOA is
recommending hearings be held to "flush out" any of these
consequences. Hearings will also most likely lead to more
recommendations for improvement to the Reserve retirement system.
