In the tradition of The Bluejacket’s Manual, this new guide serves as
“mentor” to the U.S. Navy’s Chief Petty Officers and “gouge” to those who aspire
to be CPOs. It is the result of an extensive review process by a select board of
CPOs, including those assigned to the Senior Enlisted Academy in Newport, Rhode
Island.
The book provides extensive guidance in the four major skills areas deemed essential for today’s successful CPO: leading, communicating, developing, and supporting.

sixteen useful chapters are “The Moral Compass,” “Written Communications,” and
“Advancement and Professional Development,” and there is specific guidance in
topics unique to being a chief, including the conduct of CPO initiations, living
in the Chief’s Mess, and wearing khakis. Both textbook and reference work, the
guide is mandatory reading for all E-6s and above.
MCPON John Hagan, USN (Ret.) enlisted in 1964 and served 33 years, including six
years as Master Chief Petty Officer of the Navy. Jack Leahy is the author of
Honor, Courage, Commitment and Ask the Chief: Backbone of the Navy.
