The Navy has finalized plans to combine the personnelman and disbursing clerk ratings into a new rating called personnel specialist by Oct. 1, 2005.

A NavAdmin message is expected out soon to announce all the details, including dates of the final advancement exams for both ratings and other milestones.The new PS rating will have the nearly 5,200 sailors currently in the two ratings, but officials say that number could drop slightly over time once the billets are analyzed.

“This move is a direct result of what was discovered in optimal manning and moving the pay and personnel functions ashore,” Lt. Cmdr Mark Proctor told Navy Times in June.

Proctor works in enlisted plans for the chief of personnel in Arlington, Va. “It was discovered the jobs had moved so close together it just makes sense to combine them.

”Both ratings’ schools are located at Naval Air Station Meridian, Miss. They, too, will combine.

The new rating will only deal with money matters affecting a sailor’s pay. Other money handling issues that occupy today’s DKs, such as paying contractors for work and supplies, will move to other supply ratings such as storekeeper.

“That’s really a much smaller percentage of what they do anyway,” Proctor said.

While the proposal calls for a new rating name, the specialty badge worn by today’s personnelman will remain the same, Proctor said.

“Traditionally in rating mergers it’s usually best to adopt the rating badge of the largest rating involved,” Proctor said. “That way the fewest amount of sailors will have to purchase new badges for their uniforms.”
